Of all the varieties of chickens, there a numerous ones with feathering variation as their identifying factor. Turkens have naked necks, Cochins and several other breeds have feathered feet, Polish have topknots so copious that they have trouble seeing, Broiler breeds have clear feathering tracts to make de-feathering during butchering easier.
Silkies have a mutation on the barbules or barbicels, and Frizzles have a mutation of the rachis ( I'm guessing). Above are examples of Frizzles - they will grow up to look like a chicken facing the wrong way in a wind tunnel. The first one is a little buff, the second is a comparison of a Jersey Giant and a Black Frizzle - same age, same color, drastically different things going on with the feathers! Note too that the Frizzle has feathered legs, Jersey doesn't, giving the Frizzle much better advantage in Elvis Impersonator competitions.
